Practice and Background

Joel brings over twenty five years of experience advising, representing and providing strategic advice to businesses and governmental entities.  His practice today is focused in the energy and telecommunications sectors, advising clients on issues related to project development, financing, regulations and operations.

Joel works with electric utilities throughout the Pacific Northwest and Alaska, advising management and boards on a wide range of issues in this increasingly dynamic area.  Work includes power purchase and sale, regulatory issues, board advice, and serving as general counsel.  In the telecommunication area, Joel represents both corporations and public entities assisting with deployment of facilities and negotiating strategic agreements. His corporate work includes wireless companies, fiber optic providers, cable companies, backhaul carriers as well as data center deployments, and covers all aspects of deployment of facilities and operational issues.

Beyond Joel’s years in private practice, he has corporate in-house experience, having served as counsel to InterNAP Network Services, and as Vice President for the Pacific Northwest Region for Western Integrated Networks, a fiber-to-the-home cable television company.

Joel comes to Ascent Law Partners after working at Ater Wynne, LLP for fifteen years, where he was Chair of the Energy Practice and Managing Partner of the Seattle office.  Joel began his career as a Senior Deputy Prosecuting Attorney for the Civil Division of King County, representing a wide variety of county agencies.

Among his recent transactions are serving as counsel to Jefferson County Public Utility District in its successful purchase of Puget Sound Energy’s distribution assets, the first new public electric utility established in Washington state in over 60 years; and leading the refinancing, restructuring, sale and license transfers of two hydroelectric projects for the Southeast Alaska Power Agency.
